Черноморските държави с обща декларация в Бургас: Развиват крайбрежието с нова платформа и средства от ЕС (СНИМКИ)
Сред тях са еврокомисарят по околна среда и морска политика Кармену Вела, председателят на комисията по регионална политика в ЕС Искра Михайлова, вицепремиерът Валери Симеонов, министърът на транспорта, информационните технологии и съобщенията Ивайло Московски, министърът на околната среда и водите Нено Димов, както и ръководители на различни държавни институции от останалите пет държави с излаз на Черно море, които подписаха обща декларация за неговото устойчиво развитие и опазване на природните му богатства.
Участниците в днешния Европейски морски ден очертаха няколко области за сътрудничество, които ще бъдат основа за постигане на висок икономически растеж - транспортна свързаност, опазване на околната среда, научна дейност и иновации в Черноморския басейн.
Конференцията откри като домакин кметът на Бургас Димитър Николов.
"За мен е удоволствие да ви приветствам с добре дошли в Бургас! Изключително съм щастлив, че тази година сме домакини на Европейския морски ден, защото сме град, за който морето е отговорност и потенциал, ежедневие и вдъхновение. Трябва да признаем, че Бургас се готви за това събитие повече от половин година. Възприехме Европейския морски ден като предизвикателство и възможност. Предизвикателството да бъде платформа за дискусии по една от основните политики на Европейския съюз и да остави свой отпечатък върху вече десетилетната история на инициативата Европейски морски ден. Възможност да посрещнем над 700 участника от различни държави, институции, организации, бизнес, да демонстрираме отговорно отношение и постижение в политиките, свързани с морето и устойчивото използване на неговите ресурси, да дадем своя градски принос към провеждането на българското председателство на Съвета на ЕС", каза кметът Николов в своето приветствие.
Еврокомисар Вела поздрави участниците с "Добре дошли в Бургас" на чист български език и цитира Йоан Екзарх, който преди повече от 1000 години е казал, че "Морето сближава всичко далечно".
"Черно море е готово за своя "Big Bang" по отношение на интелигентния икономически "син" растеж. Важно условие това да се случи е подписаната днес обща декларация между крайбрежните държави", каза още комисар Вела. Той съобщи, че през следващите години ще може да се кандидатства с проекти в тази посока чрез нова европейска финансова платформа.
"Всички бъдещи инициативи ще са съобразени с Парижкото споразумение за климата и опазването на околната среда. Пожелавам на участниците в Европейския морски ден успешна работа, която да доведе до положителни резултати", заяви Искра Михайлова.
Министър Московски обяви, че Черноморският регион има огромен потенциал, който предстои да бъде развиван занапред. Той допълни още, че всяка държава залага в своето законодателство необходимите мерки, които гарантират развитието на синята икономика в Черно море.
"Открива се прекрасна възможност да сближим позиции със съседните ни държави, да подкрепим устойчивото развитие на перспективния Черноморски регион. Подписаната днес декларация поставя начало на обща програма за действие", каза министър Ивайло Московски.
Вицепремиерът Валери Симеонов заяви, че Черно море е подходящо за семеен туризъм. Лидерът на НФСБ и председател на "Обединените патриоти" уточни, че е необходима балансирана политика за запазване на рибните ресурси и риболовните квоти.
"Обнадежден съм за развитието на първо място на транспортната инфраструктура, което ще донесе икономически ползи. Трябва да бъде подкрепен и туризмът в Черноморския регион, който има много предимства", заяви Валери Симеонов.
Официалното откриване на Европейския морски ден уважиха още областният управител на Бургас Вълчо Чолаков, зам.-министърът на околната среда и водите Атанаска Николов, зам.-кметовете на Община Бургас Красимир Стойчев и Руска Бояджиева, председателят на Комисията по околната среда и водите в НС Ивелина Василева, бургаските народни представители инж. Петър Кънев, Димитър Бойчев, Иван Вълкова, Галя Василева, Ася Пеева, изпълнителният директор на Пристанище Бургас Диян Димов, общински съветници и представители на изпълнителната власт.
Европейският морски ден ще завърши на 1 юни, когато Бургас символично ще предаде щафетата на избрания домакин за следващата година - португалската столица Лисабон.

Чети внимателно,залюпения! По евро проекти кметчето е номер едно. И друг на неговото място би спечелил пари и с тях да го направи-това е чудесно за града. За жителите какво направи(това вече зависи от него-кметчето),обещания за големи инвеститори. Морска гара харесва ли ти с черния асфалт отпред-подметки и токчета потъват в летните дни,Кронушпан продължава да трови,за нефтозавода дума не обелва,за пътищата в нашата област,за Бургас бус- новата система е докарала само загуби а се взеха едни пари за проекти и изпълнение. Спирам до тук. Сега за зимата има едни европари за закопуване на машина за сняг.Ще можеш с един найло да си спускаш задника по дяволското.

Абе аман от разбирачи в туризма. Развит туризъм значи:полети целогодишни, евтини до всички по големи европейски градове, хотели 5 звездни-целогодишни. Оставете хората да работят, че ит такива плямпала ама Хич никога няма да просперираме. Тръгнал той да дрънка развит ни бил туризма, при положение, че зимно време няма какво да им предложим на хората.Разбирачо! И стига сте го плюли тоз кмет, щото щяхме едно тресавище да бъдем, ако беше останал ония пиян кучунист на власт!

Крайбрежието си е даже прекалено развито,туризма и той е развит,но къде са работодателите ? Обеща инвестици от Големи бизнеси. Китайци,араби,италянци къде са? Работните места къде са? Тази обща декларация е да се рекламират многото частни хотели ,построени повечето с едни крадени пари. След мандата и тебе кмете те чакаме с хотел напред,ако нямаш вече.

Colleagues,
I am honoured to be here today and I am delighted that the Black Sea countries have chosen to work together to make the most of Blue Growth in this part of the world.
I would of course like to thank Minister Moskovski for making this meeting possible.
The Black Sea is unique. It is the gateway between Europe, Asia and the Middle East. It connects people and shapes a whole region. And its richness in culture, history and human and natural resources sets it apart.
This is why I call the Black Sea the "Sea of Opportunity". It is up to all of us here today – and all stakeholders in the region – to make the most of the opportunities the sea opens up for us. The first step is to identify areas where our interests come together and where it makes sense for us to step up our cooperation on the ground.
Your endorsement today of the Burgas Declaration towards the Common Maritime Agenda for the Black Sea is a big step in the right direction.
It is a statement of your commitment to work together for more maritime projects, for more structured cooperation, for sustainability and more growth.
The goal is to have this vision – "The Common Maritime Agenda for the Black Sea" – agreed by you in 2019.
Let me be clear: this is a pragmatic and voluntary cooperation, open to all who are willing and able.
This is cooperation for the benefit of the people and of the environment of the Black Sea region as a whole.
This does not mean that we intend to challenge existing cooperation. On the contrary, we want it to be as inclusive as possible and this is why we are happy to have the BSEC on board.
This Declaration and this cooperation belong to you. Your commitment is paramount. The European Commission can and will support this process every step of the way.
But let me repeat, this venture belongs to you.
It might not always be easy. We have diverse interests, aspirations and interactions on a whole range of issues. But we have a lot in common.
Because the sea we share, its resources, potential and frankly, its very survival go beyond national positions.
Our aim is to agree on practical projects of mutual interest that benefit the citizens of the Black Sea area.
Our common challenges cannot be solved by one country alone. We all need to work together.
And this is our commitment today.
Commitment to what I like to call “sea diplomacy".
This is not wishful thinking. We have already seen it recently in the Western Mediterranean – a region with its own complex nature.
Countries in that region have put their differences aside and last year agreed on a sea basin strategy that fits their own ambition. And I can tell you that it is already bearing fruit.
But we have also seen it happen organically here in the Black Sea. The vibrant community of marine researchers in the region have showed us what true science diplomacy looks like in action.
Yesterday, a group of eminent researchers and scientists from the Black Sea countries agreed on their vision paper for Research and Innovation in the Black Sea.
We, in the EU, support the implementation of the agreed actions.
And now it is our turn to follow their lead.
Let me give you an example of this cooperation in practice. An example which is close to my heart from my times as Minister for Tourism.
If you choose tourism as a priority for the region – you may want to upgrade your tourism offer. By improving mobility, linking up across borders or developing attractive all-year-round offers.
This is the kind of innovation that creates jobs, that brings young people into work. It makes local economies more dynamic, more competitive and more resilient to cyclical downturns and shocks. In short, it leads to a smart and sustainable blue economy.
And as we have found out: socioeconomic development and healthy marine and coastal ecosystems are not mutually exclusive.
What you need is a solid coordination framework that can fairly balance competing needs and demands.
We certainly do not want to overlap or duplicate efforts. Instead, we need to be smarter: implement the existing rules – only better. Work with existing institutions – but in synergy. Tap into all the available funds: down to every cent.
Because, in fact, the money is there.
At European Union level, we have the European Structural and Investment Funds, the European Neighbourhood Instrument and Instrument for Pre-accession Assistance. And we are working to make sure that our shared goals under this initiative will be reflected in future EU programmes after 2020.
We are also looking into funding from regional and international sources.
Our experts have identified more than 40 available funding sources.
Countries need to align their policies and their funding, national and regional, to ensure a maximum of impact.
Colleagues,
The political will is there. If we are to channel the funds towards clear, well-defined, concrete results, obviously this needs to be done at sea-basin level. It is only through a genuine partnership between governments, business and local communities that we can turn the tools and funds at our disposal into concrete economic benefits for the local people.
Thank you and I hope to see you all at one table again in 2019 for the endorsement of the Common Maritime Agenda for the Black Sea.
